How each step moved the units (T-646)

From reports/tiers/2026-10-04-step-moves.md , rendered when the site is built.

4 Oct, T-646. Jordan's colleague: "if things are more correct now for some but others moved up it doesn't mean it wasn't a step in the right direction; it just means we need to take a few more steps." This report asks, for each reverted step, which units it moved toward the reviewers and which away, rather than only whether the average agreement rose.

Read this first.

The lists: every step here is scored on the current headline lists (step 24: the Tyranid transcriptions auspexFull, hivemindFull, secondFull, plus Maelstrom and Astrategas; Space Marines' Auspex full and Brother Tobias). Steps 18 to 23 were judged on the old step-13a lists (our three Tyranid summaries), so their numbers here are not the ones in reports/tiers/ledger-steps.md.
Each step against the step-6 baseline alone, as each was judged (one switch at a time, fixed weights, no re-fit).
The consensus: a unit's mean letter over the lists that grade it (S 5, A 4, B 3, C 2, D 1, F 0); units with equal means share the mean of their places. The gap is |our rank − consensus rank|, both counted among the graded units (every ranked unit is graded on these lists: 52 Tyranids, 84 Space Marines). Closer / farther: the gap shrank / grew by a place or more; anything less is "within a place". Places gained / lost: the gap shrinkage summed over the closer units / the growth over the farther ones. In the reviewers' tier: the consensus tier is the mean letter rounded; our order is cut at the consensus's own tier counts; a unit is counted when the two tiers agree.
The burst preview (step A, T-642): it isn't a page switch, so --burst drives tools/burst.js's own check() (every solo form's Burst, both armies; about 3 minutes) and rebuilds the preview's data exactly as burst.js's preview() does (each solo form's Kill replaced by c × its Burst in its natural mode's slot, c keeping the median ranking form's Kill), then ranks it through ledger.js's compute() at the step-6 baseline. Its after-ranks match burst.js's own preview movers to the place (Ripper Swarms 37 → 50, Apothecary 10 → 77 and the rest).
The aimed-at units are the ones each step's written prediction named (rise or fall); the table asks only whether each ended nearer the reviewers.
Command: node tools/stepmoves.js --base tools/ledger-benchmarks/2026-10-03-step6-baseline.json --title "…" --on arrivalKill --label "Step 18…" --aim … --on scarceAnswers … --on carryDedicated,wCarry=1 … --on scoreFloor … --on killClassWeight … --burst --label "Step A…" --aim … --write reports/tiers/2026-10-04-step-moves.md (the JSON with --json file).

Base: tools/ledger-benchmarks/2026-10-03-step6-baseline.json. Lists: tyr.auspexFull, tyr.hivemindFull, tyr.secondFull, tyr.maelstrom, tyr.astrategas, sm.auspexFull, sm.tobias. A unit's gap is |our rank − the reviewers' consensus rank| among the units the lists grade; closer or farther means by a place or more; the tier band cuts our order at the reviewers' own tier counts.

In plain English

The burst preview (step A) is the one step that moved the field toward the reviewers overall: 56 units closer against 64 farther, but the closer ones gained more (574 places against 474), and the typical gap shrank from 18.1 to 17.4 places. All of it is Space Marines (gap 23.5 → 22.2); on Tyranids it is a wash that leans slightly the wrong way (19 closer, 23 farther, 9.4 → 9.7), though it did what was asked of the Tyranid melee units: Raveners 35th → 28th and Genestealers 34th → 29th, both toward their A–S grades, and the Toxicrene down. Its moves are big swings both ways rather than a tidy shift: the Apothecary (10th → 77th) and the Rhino (20th → 70th) land near the reviewers, the Firestrike Servo-Turrets (65th → 22nd) far from them.
Step 23 (Kill by class) is the closest call: Tyranids untouched by construction, and on Space Marines 45 closer against 33 farther, 250 places gained against 247 lost, and two more units in the reviewers' tier (25 → 27). By the count of units it is a step in the right direction; by places it is even. Its own targets (Eradicators, Centurion Assault, Gladiator Lancer) overshot, so what it got right was mostly elsewhere.
Step 18 (Kill on arrival) moved many units both ways and nothing net: 46 closer, 51 farther, gap 18.1 → 18.2, tier count flat. Only 4 of its 15 named units moved toward the reviewers; Von Ryan's Leapers and the Winged Prime rose past where the reviewers put them.
Step 20 (dedicated transports carry) and step 22 (floor on Score) are small and slightly wrong: more units farther than closer and more places lost than gained in both armies. Step 20 fixed the Drop Pod (84th → 30th) but threw the Rhino to 1st and the Razorback to 20th; step 22's falls for the hordes (Termagants, Hormagaunts) went against the reviewers, who rate them higher than we do.
Step 19 (scarce answers) is the one clearly wrong step: 19 Tyranids closer against 29 farther, 78 places gained against 180 lost, the Tyranid gap 9.4 → 11.4 and 10 fewer units in the reviewers' tier. It did bring the big characters it aimed at (Swarmlord, Hive Tyrant, Old One Eye, Norn Assimilator) nearer the reviewers, but dropping role scarcity lifted Barbgaunts and the ranged Warriors far past them.
So, "a step in the right direction even if the headline fell": the burst preview most clearly, then step 23 for Space Marines by the count of units. Neither is a step toward the reviewers on Tyranids. Steps 18, 20 and 22 shuffle roughly as many units each way; step 19 moves the reviewers' way only for the characters it was built for.
